Ventura County Attorney a Featured Speaker at Association of Environmental Professionals Workshop

Robert N. KwongRobert N. Kwong, an attorney with the Oxnard law firm of Arnold LaRochelle Mathews VanConas & Zirbel LLP, is among the speakers at an upcoming workshop held Nov. 7 on the California Environmental Quality Act.

Kwong will speak at the Association of Environmental Professionals (AEP) 2014 California Environmental Quality Act Essentials: An Introduction and Intermediate-Level Training Workshop. The AEP is a non-profit association of public and private sector professionals with a common interest in serving the principles of the California Environmental Quality Act.

The all-day workshop will be held Nov. 7 at Ventura City Hall, 501 Poli Street. Attendees will learn about the fundamentals of the California Environmental Quality Act, state guidelines and review case studies. The workshop’s curriculum was developed specifically for those involved in the environmental review process, including consultants, regulators, applicants and industry professionals, as well as mid-level practicing professionals

Topics will include:

  • Understanding the law and guidelines
  • Determining the appropriate documents, such as environmental impact reports
  • Responsibilities of those involved
  • Adequacy of analysis and mitigation
  • Findings
  • Notices
  • Legal challenges

Kwong has over 25 years of experience in land use and environmental law. Prior to joining A to Z Law this year, Kwong was Assistant County Counsel for Ventura County for 11 years and he also advised the Ventura County Board of Supervisors and Planning Commission on many controversial land-use projects. Kwong further served as general counsel to the Ventura County Air Pollution Control District. Kwong has been a featured speaker at land use and environmental conferences statewide for many years.
