Pacific Coast Business Times Honors Robert N. Kwong and Melissa H. Sayer in Special Section On Noteworthy Professionals

Robert N. Kwong and Melissa H. Sayer were honored to be featured in the Oct. 24 issue of the Pacific Coast Business Times in the paper’s special annual section, “Who’s Who in Professional Services.” Congratulations go out to both attorneys.

Sayer provides business counsel services to clients ranging from individual entrepreneurs and investors to mid-sized growth companies. She handles a variety of business related transactions from formation to complex business sales and reorganizations. She is actively involved in the community, serving on the board of directors for the Ventura County Economic Development Association (VCEDA) and on the Strategic Advisory Committee for Women’s Economic Ventures (WEV), an organization that assists low-income women become financially independent through business ownership. Sayer also serves as a business advisor providing pro bono legal advice to WEV participants and is a member of the faculty of the Ventura County Community Foundation Center for Non-Profit Leadership.

Sayer was named one of Pacific Coast Business Times’ Top 50 Women in Business for 2014 and one of Los Angeles’ Women Leaders in the Law for 2014.


Kwong has over 25 years of experience in land use and environmental law. Prior to joining A to Z Law, Kwong was Assistant County Counsel for the County of Ventura for 11 years and he also advised the Ventura County Board of Supervisors and Planning Commission on many controversial land-use projects. Kwong further served as general counsel to the Ventura County Air Pollution Control District and its staff, handling matters related to federal and state Clean Air Acts and regulations; air quality grant programs; permitting and enforcement issues. In this capacity, Kwong was on the forefront of Climate Change laws and regulations involving the California Global Warming Solutions Act of 2006 (AB 32) and the Sustainable Communities and Climate Protection Act of 2008 (SB 375).

Kwong has been a featured speaker and presenter at land use and environmental conferences statewide for many years. He has been active in the Children’s Hunger Fund, serving on the board of directors from 2008 to 2012, and as the Children’s Hunger Fund’s pro bono counsel since 2012.
